USBP National Job Swap Program is live

The day has finally arrived when the USBP National Job Swap Program goes live.

We’re done writing the code that will match up employees, and testing is now complete. Even though we are waiting for HQ to finish making the final formatting changes to the policy, employees may begin filling submitting applications tonight.

Please take the time to read the information available on the SharePoint site. A link was sent to all USBP employees earlier this evening.

Note: Some people have had trouble accessing the SharePoint site on their TAK phone using the SharePoint app. If that happens, they should just open up the SharePoint site via a regular web browser.

Here are the basics:

  • Employees can swap duty stations with another USBP employee in the same series and job title, subject to eligibility and program rules.
  • Applicants can list up to 10 preferred stations in order of preference; matches are made by seniority and reciprocal interest between locations.

Who can apply

  • All bargaining unit employees may participate, subject to eligibility restrictions.
  • Non-bargaining unit employees, up to the level of Special Operations Supervisor, may participate, subject to eligibility restrictions.
  • Professional Staff employees may swap with other Professional Staff employees of the same job series/title and full performance level (FPL)

Restrictions/Rules

Employees are eligible unless one or more of the following exclusions apply:

  • You must have completed your probationary period and any required field training program;
  • You must have at least two years of service before the job swap announcement closes;
  • You must not be the subject of any pending performance improvement plan (PIP) or performance demonstration period (PDP);
  • You must not be currently facing a pending proposed suspension of seven or more days or a proposed removal;
  • You must not be the subject of an investigation by OIG or OPR into alleged misconduct that prevents you from performing the full scope of your required duties, or if the allegation were substantiated, would typically result in a proposed adverse action (15-day suspension or more or removal);
  • You must not have had three or more disciplinary actions (reprimand to 14-day suspensions), or a single adverse action (suspension of more than 14 days) sustained within the last two years of the closing date of the job swap announcement period;
  • You must not be subject to a Last Chance Agreement unless it expires before the job swap announcement closes;
  • You must have fulfilled any time-in-station requirements associated with any previously approved incentive, relocation, or  reassignment/transfer;
  • You must not have been offered a swap and EOD’d at a new duty location under last year’s National Job Swap Program announcement; or
  • You are otherwise not barred from participating in this national job swap announcement (e.g., you backed out of a swap and have been barred for two years

We will send out more information as soon as HQ finishes putting the final touches on the policy.
